As of today, India’s next major wealth-creation wave is unfolding around a single entity: Airport Influence Regions (AIRs). These high-growth zones are shaped by global aviation hubs and their surrounding economic ecosystems. With the upcoming Navi Mumbai International Airport (NMIA), Mumbai is entering its Mumbai 3.0 era, a transformative phase previously planned under NAINA (Navi Mumbai Airport Influence Notified Area).


Key Developments:

  • A brand new planned city is in the making (Greenfield City) by NAINA, MSRDC, and MMRDA as planning bodies.

  • High visibility: 9 million passengers are expected to travel in the next 10 years surrounding airport influence regions.

What is NAINA? The Original Document Defining Mumbai 3.0, Third Mumbai, or Navi Mumbai Airport Influencing Regions?


NAINA (Navi Mumbai Airport Influence Notified Area) is the foundational planning framework created by CIDCO. It guides, regulates, and shapes development around the upcoming Navi Mumbai International Airport (NMIA). This master document officially defined the boundaries, zoning principles, land-use patterns, and long-term vision of what are now referred to as Airport Influence Regions (AIRs).


Envisioned as India’s first aerotropolis-driven urban ecosystem, NAINA lays out structured guidelines for:

  • Integrated land development

  • Commercial, industrial, and residential zoning

  • Infrastructure provisioning

  • Environmental buffers & sustainability norms

  • Transit-oriented growth

  • Economic corridors aligned with airport activity

Spanning over 350 sq. km, NAINA was created to prevent unplanned sprawl. It ensures that the regions surrounding NMIA evolve into globally competitive, investment-ready urban districts.


Today, what we call Mumbai 3.0 is the modern evolution of this original NAINA blueprint. It transforms the Airport Influence Region into a high-value zone for real estate, manufacturing, logistics, and structured land investments.

In essence, NAINA is the root document that established the vision, rules, and roadmap for India’s most strategically located growth region, shaped by airport-led development.


What is NAINA in 2025?

NAINA was originally planned across 270 villages over 558 sq km but was later streamlined for focused development. Today, it covers just 23 villages across 160 sq km, enabling faster infrastructure delivery around NMIA.

As of 2025, NAINA no longer represents the original 270-village, 558 km² zone notified in 2013. The active NAINA development now focuses on 23 villages under IDP-1 and the 12 Town Planning Schemes, forming the core growth engine around NMIA. Around 124 villages have been reassigned to KSC New Town (Mumbai 3.0) under MMRDA, while approximately 71 villages fall under the MSRDC Growth Belt along major expressway corridors.


The overall airport influence region remains vast, but planning control is now divided across NAINA (CIDCO), MMRDA, and MSRDC, each shaping growth in distinct ways.
