This location falls under KSC in Pen Taluka and is planned as an integrated industrial area spanning approximately 1,200 acres. It is envisioned as a cluster of five locations, being developed into a smart city with both employment opportunities and residential developments within the premises.

A total of 124 villages have been selected under Pen Taluka as part of KSC. These locations fall below the Uran belt and are currently more affordable compared to Uran. Key locations include Washi, Dadar, Sonkhar, Urnoli, Masad Khurd, Hamrapur, and more.

Uran Taluka
Plot opportunities are available across 29 villages in Uran Taluka. These include a wide range of options such as R-Zone plots, warehousing plots, farmhouse plots, industrial plots, and more. These locations include Khopte, Jui, Vindhane, Sarde, Vasheni, Aware, Punade and more.

Panvel Taluka
A total of 7 villages from Panvel Taluka have been selected under KSC, including Kelavne, Dighate, Sai, Karnala, and others. The primary investment opportunities in these locations are R-Zone plots and plots suitable for warehousing and logistics.

Raigad Pen Growth Centre in Maharashtra (CM Davos Video)
Raigad–Pen is emerging as a new growth centre, poised to attract significant new investments in Maharashtra.

The growth centre will be located 15-20 km from the Navi Mumbai International Airport, which was inaugurated on December 25, 2025. Permissions for the project were being obtained over the last three to four years and, with those approvals in place, the first city of the Third Mumbai is being announced, Fadnavis said.

CM Devendra Fadnavis announced on Wednesday in Davos the establishment of a new business district at Raigad-Pen on the lines of Bandra-Kurla Complex (BKC), calling it the first city in the planned Third Mumbai region

The third Mumbai will be bigger than the present financial capital of India in Maharashtra. It has immense potential to develop and emerge as the growth centre, complete with educational and medical hubs, he explained. Saying, “ The Raigad-Pen Growth Centre would become the first city in the third Mumbai.”
