A New Business Growth Centre Prepared To Take Shape Around Thane’s Bullet Train Hub Impacting Regions of Thane, Dombivili, Kalyan, and Shilphata Belt

A massive 1,300-acre business district is being planned around the upcoming Thane high-speed rail (bullet train) station near Dativali. With the bullet train, metro, highways and local rail all converging here, the area is being designed to offer seamless multi-modal connectivity something that even Mumbai’s Bandra Kurla Complex (BKC) currently lacks.
Because of its scale, location and planned infrastructure, the new district is expected to rival and potentially surpass—BKC as a preferred business hub in the Mumbai Metropolitan Region, according to the government officials.
It aims to become a modern and globally competitive commercial centre that attracts companies, offices, talent and investments, transforming the region around Thane.
Transit-Oriented Station District

Integrated, multi-modal station hub near Dativali linked to Diva suburban rail and the Virar–Alibaug Multi-Modal Corridor
Mixed-use core: housing, hotels, offices, retail, public + cultural facilities
Walkable, cycle-friendly, public-transport-first design for high “location efficiency”
Iconic gateway announcing arrival into Thane through world-class architecture and public spaces
District-level clustering of corporate functions, commercial services, recreation and residences
Local Area Plan (LAP) to be finalised after TMC’s delineation of the station influence area and detailed land-use + infrastructure study

Understanding the Problem

Rapid development in the Thane–Kalyan region has brought new housing, commercial spaces, and population growth. However, infrastructure hasn’t kept up. Roads, public transport connections, and last-mile connectivity remain patchy.
This becomes a serious concern because a High-Speed Rail (HSR) station is coming up at Dativali. This station area carries significant development potential. It must be explored through planned, phased growth; without scaling up the surrounding infrastructure and land-use, the region cannot fully leverage the benefits of the bullet train network.
The Insight: What’s Being Done

To avoid fragmented development, the Thane Municipal Corporation (TMC) has started work on a LAP for roughly 1,300 acres covering parts of both TMC and KDMC.
This LAP is being guided with technical inputs from Japan International Corporation Agency (JICA), which has experience in station-area urban design across Japan. The goal is to build a mixed-use, multi-modal business district anchored by the Thane bullet train station.
Clarity: What This Actually Means for the Area
A unified local area plan ensures everything is planned together, rather than plot-by-plot.
What Gets Planned? | Why It Matters? |
Zoning and land use | Commercial spaces, housing, parks and public buildings placed strategically |
Street grids & last-mile access | Easy walking, cycling, and feeder transport to HSR, metro, suburban rail |
Better utilities | Phased upgrades of water, power, drainage and street network |
Higher FSI near station | Taller buildings and more commercial development close to transit |
Housing mix | Potential policies for affordable / rental homes near jobs |
Scope & Coverage
The LAP spreads across villages in TMC and KDMC.
Jurisdiction | Villages / Areas Covered |
TMC | Dativali, Mhatardi, Betawade, Agasan |
KDMC | Ayre, Kopar, Bhopar, Nandivali tarf Panchanand, Katai, Usarghar |
*Total area: ~1,300 acres

Challenges to Watch For
Challenges | Why It Matters |
The LAP covers ~1,300 acres across villages in both TMC and KDMC. Mixed private–public parcels and multiple administrative boundaries complicate consolidation and land pooling. | Acquisition challenges |
With NHSRCL building the station and TOD requiring road, utility and access redesign, multi-agency approvals are structurally built into the process. | TMC, KDMC, NHSRCL, State government must align |
*Some details, timelines, and future phases are indicative and subject to change based on official government approvals and updated planning documents.
